As the world’s largest humanitarian organisation, the Red Cross is uniquely placed to help fight discrimination and reach the most vulnerable. In keeping with the movement’s mandate to prevent and alleviate human suffering without discrimination., it deepens the 2003 global theme on anti-stigma against People Living with HIV/AIDS and logically follows the theme of the 28th International Conference in December 2003 on “ Protecting Human Dignity “.
As the President of the International Federation was quoted as saying in December “Discrimination, violence, intolerance and lack of respect for diversity represent one of key challenges to the goal of protecting human dignity. Together, they marginalize individuals and communities and deny their access to services and fuel mistrust, exclusion and abuse “.
The Cambodian Red Cross has increased its capacity in education and dissemination activities aiming at increasing the understanding of the truth about AIDS, on the need to act in unity to breed hope among People living with HIV/AIDS and increase the comprehension of the International Humanitarian Law.
Annually, the Cambodian Red Cross and its 24 branches simultaneously organize World Red Cross and Red Crescent Day events, with the national headquarters selecting one of the branches to host the main national event.
Main events for 2004 included:
1. National Celebration at the Kandal Branch

The main National event took place in Kandal province on May 8, presided over by Madame President, with invited guests of honor from diplomatic missions and our PNSs and 6 000 participants attending. |
The day was considered a great success with around US$ 100,000 raised for the Kandal branch. Recommendations were given to the branch on how to use the funds to ensure accountability and transparency.

The message from the Federation, read by Antony Spalton was well applauded, with Madame President promoting the RC profile and appealing to people of all levels to stop discrimination and to “act with tolerance, compassion and generosity to protect the dignity of the most vulnerable.” |
2. Individual Branch Celebrations
Many branches celebrated that day by disseminating key message and took the opportunity to raise fund for their branches.
3. Documentary Broadcast
A documentary TV spot profiling CRC activities and its anti-stigma campaign was Broadcast over different times by every all 7 National TV channels between the 3rd-10 May.
