Background


The Kingdom of Cambodia is one of the worst landmine and Explosive Remnants of War (ERW) affected countries in the world, due to almost three decades of various armed conflicts in the latter part of the twentieth century. Several years of aerial bombing and widespread use of landmines by combatants, have had a devastating impact on the country and have resulted in a high number of casualties, mainly civilians.

Still today, in some rural areas access to essential facilities such as water, roads, bridges and cultivable land is seriously restricted. Cambodian society is in need of a broad spectrum of services to support families and their communities in overcoming displacement from war, poverty and natural disasters.

The Cambodian Red Cross involvement with Mine Action program started in 1995 with collecting, storing, analyzing and disseminating data on landmine and explosive remnants (ERW) of war casualties and accident.

That was followed by community based landmine risk education activities, which started in 2000. The aim of these activities was to engage RCVs in disseminating landmine/ERW information through organized campaigns in affected communities as well as to work closely with local authorities to identify individuals within the community that regularly encroach upon high risk landmine/ERW areas.n

The RCVs are also conducting more targeted awareness with specific risk taking groups of people such as migrants. This is done through one on one discussion, consultation and counseling with these individuals at their homes or in the field in order to change their behaviour.

Program Goal

Prevent and reduce mine/ERW accidents through promotion and implementation of concrete MRE, MRR and emergency support activities which will remove the need of the most vulnerable to engage in high risk activities to ensure their basic survival.

Program Objectives

    Component One: Mine Risk Education (MRE)

    1. To consult, raise awareness and promote safe behaviour among specific high risk target groups.
    2. To update and produce appropriate MRE material to support the awareness activities amongst specific target groups and landmine/ERW affected communities.

    1. To identify the most vulnerable and through micro loan fund design and implement appropriate income generating activity that will prevent them to engage in high risk activities.
    2. To develop and strengthen the creation sustainable self-help groups in 6 targeted provinces and improve the loan management to provide chance for the beneficiaries to help each other.
    3. To provide emergency support, through RCV network, to the most affected mine/ERW victims.

Program Objectives

1. To conduct a workshop to improve the capacity of the Branches Directors, Development Officers and RCV Team Leaders to better manage a loan system.

2. To organize micro loan trainings to enhance the knowledge of RCV in targeted provinces.

3. To improve the effectiveness and efficiency of the project by strengthening the quality of cooperation and communication between RCV/RCY, local authorities and other mine action stakeholders.
4. To conduct bi-annual meetings between Development Officers DOs, Branch Directors, NHQ, partners and other mine action stake holders in order to share the results, findings and difficulties of the program implementation, at national and/or branch level.

CHALLENGES

Despite successful implementation, the Community Based Mine Action Program funding from the AusAid through the Australian Red Cross in cooperation funding with Norwegian Red Cross is due to end of 2012. The Cambodian Red Cross is seeking further funding to continue the program in order to provide training and support for thousands of vulnerable people, emergency assistance for victims, promoting people with disability and micro credit loan.

• CRC was established in 1955.
• In 1960, CRC was admitted as a Member of the IFRC but during the Khmer Rouge Regime, it was left vacant.
• In 1994, CRC was reinstated to the Federation.
• The First Term was held by Princess Norodom Marie Ranariddh.
• Lok Chumteav Bun Rany Hun Sen was reelected as President of CRC for the fifth term
• Her Majasty Queen Norodom Monineath Sihanouk has resided as Honorary President since 1994.
• In 2002, Two Royal Decrees were signed by His Majesty the King Norodom Sihanouk
• In 2003, CRC developed a Strategy 2003 – 2010
• In 2007, CRC Strategy 2003-2010 was reviewed and recommendations were indentified. Based on these recommendations a 3-Year Development Plan 2008-2010 was developed and implemented
• The minimum package of activities (MPA) Plan was implemented by six to seven branches since 2007
• In 2009, CRC officially declared the decentralization and de-concentration process from NHG to branches
• In 2010, CRC developed a new Strategy 2011-2020, which was approved by CRC 5th General Assembly (04-05 August 2010)
