The legal foundation of the Cambodian Red Cross includes:

• The Statutes: The existing Statutes of the National Society was revised and updated December 1999, with the assistance of a legal advisor from the Danish Red Cross and with the support of the International Federation. The Statutes were adopted by the Extraordinaty General Assembly on the 12 June 2000. The Statutes define clearly the overall structure from the national down to the grass-roots level.
  
  
• Rules of Procedure: are legal elements to enforce the implementation of the Statutes;
  
  
• The National Law represented by the Two Royal Decrees: one on the Recognition of the Cambodian Red Cross and the other on the Use and Protection of the Red Cross or Red Crescent Emblem. The Royal Decrees were signed by His Majesty King Norodom Sihanouk on 6 May 2002;
  
  
• The Four Geneva Conventions of 1949 and Two Additional Protocos of 1977 and other Conventions, Agreements and Treaties within the framework of the International Humanitarian Law.
  
  
• The Statutes of the Movement stipulates that like other components of the Movement, the Cambodian Red Cross has an obligation to be abided by the 7 Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.
