Backgroun
Cambodian Red Cross is one of Cambodia's leading humanitarian organizations, striving to improve the lives of vulnerable people. The community health and care programs provide people with knowledge and skills enabling them to take control of their health, prevent illness and promote well being. From late 1995 the Cambodian Red Cross has been actively engaged at local and regional levels in the fight against HIV/AIDS. We have contributed to the reduction of vulnerability and impact mitigation of the HIV/AIDS epidemic. The HIV/AIDS Program has adopted the Red Cross approach which combines prevention, care and support for people living with HIV/AIDS and strategies to reduce stigma and discrimination while at all times working in partnership with positive people. The Cambodian Red Cross volunteer network is comprised of red cross volunteers red cross youth spread across all provinces and municipalities of Cambodia. The National Society is organized into a headquarters based in Phnom Penh and provincial red cross branches. The CRC HIV/AIDS program currently mobilizes the red cross volunteer network in 8 provinces for mobilizing community support for orphan vulnerable children project (OVC), community support for people living with HIV/AIDS, and life skills for HIV/AIDS education among youth in school and out of school.
The program is currently supported by a range of donors including Australian Red Cross, German Red Cross, GFATM Round 5, Family Health International Cambodian and USAIDS, Italian Red Cross through IFRC, and Ambassador's wife though IFRC New York.

To improve the quality of life for positive people and their families by advocating against stigma and discrimination, and promoting access to treatment, care and support in collaboration with positive people and other key stakeholders. 3. To develop strategies to enhance the resilience of cross border and mobile populations to HIV/AIDS 4. To strengthen the capacity of communities and institutions to develop a sustainable response to HIV/AIDS by mobilizing and supporting Red Cross networks, PLHIV and government partners. 5. To promote and support mainstreaming of HIV/AIDS into the grogram and policies of the Cambodian Red Cross. 6. Integrated Community Base Health Development (CBHDP) in HIV/AIDS Project activities. 1. Mobilizing Community Support for OVC Project (Target areas: Kamport, Siem Reap, Prey Veng, Svay Reing and Koh Kong Province)
- Identify, recruit, train and strengthen Red Cross Volunteers. - Establish Communities forum committees in the purpose to advocate and support OVC and other target people. - Conduct community education in community to reduce stigma and . discrimination related to HIV/AIDS and OVC. - Provide nutrition and schooling support to OVC. - Organize Care-taker workshops for OVC relative and families. - Set up self-help group amongst PLHIV in the order to share information and experiences. - Provide life skill education to OVC and their relative kids. - Refer OVC to access health service such as testing, OIs and ART treatment. - Provide psychological support to OVC and their families members. - Provide income generation support to OVCs' families. - Enable OVC to attend school. - Provide and send OVC to vocational training and support. (Target areas: Battambang, Siem Reap and Preah Vihear Province)
- Develop and sign 3 MoUs with Ministry of Rural Development, NACD, and MoH. - Conduct coordination meetings with Provincial Health Department, local authority and Rural Development. - Establish community support groups for CBHD activities (focus on water and sanitation). - Community support groups attend quarterly meetings. - CRC, Ministry of Rural Development and Ministry of Health Leadership conduct field visits to the project sites and monitoring. - Strengthen coordination between the MRER and the CRC CBHDP. - Ex-drug users in rehabilitation centers receive regular health check ups by health centre staff. - Conduct 5-day M&E workshop for RCB's health focal person. - Conduct 2-day workshop to develop CRC's CBHD framework. - Launch the CRC's CBHD framework. - Recruit village health volunteers (RCV). - 1-day training workshop for RCV. - 2-days latrine construction training for RCV. - 4-day training courses on CBHD for staff.. - Village volunteers monthly meeting. - Conduct peer educator monthly meeting. - Bi-monthly meeting for Red Cross volunteers team leaders. - Conduct quarterly meeting for red cross staff. - Conduct field supper vision visit. - 1-day workshop on CBHD and gender assessment. - Conduct community health need assessment. - Conduct program mid-term review. - Conduct community education sessions. - Teachers or red cross youth advisor conducted education focus on hygiene and harm reduction among youth in school. - Peer Educators conducted informal education focus on HIV and harm reduction among youth out of school. - Perform at least 4 community calendar special campaigns (Women day, Prior Khmer New Year village cleaning, WAD, Child Rights). - Develop IEC material for health promotion activities, - Distribute bicycles to RCVs to conduct health promotion/education and community outreach sessions. - Provide referral services to VCCT, ARV and OIs, and health services for community people. - RCV/RCV conduct 10,044 home visits (times) to PWD/PLHIV/OVC. - Provide referral service for pregnant women to Health Centers. - Educate reproductive women on Child care and nutrition through RCV and health center staff. - Provide hygiene kit for women who are delivery 1st baby at the health setting - Schooling support for the children from the most poor families - Child birth register. - Nutrition support for Children. - Encourage PWD families for home gardening. - Provide education of safe water using. - Provide water jars. - Construct rain water catchments. - Construction of pump well. - Construction of latrine focus on community participation. - Educate people focus on clean environment in community. - Conduct landmine awareness in target community. (Target Area: Svay Rieng Province)
- To conduct thorough mapping to identify changes in target areas and strategies. - To promote "Cambodia's Man among Men " television Program I. - To Promote all brands/types condoms aft every contact with casino staff. - Identify places for STI, VCCT, RH/FP and HIV care and treatment referrals and establish MoUs. - Provide and collect referralcafrd for STI, VCCT and RH/FP services. - To promote mobile STI services from MEC once every month and ensure adequate uptake in Phnom Penh. - Refer HIV positive casino workers to HIV care and treatment services and provide home visit support as required. - Develop code of conduct for Project staff and volunteers. - Develop and sign MoU with casino owners/representatives. - Form a Project Advisory Committee which meeting quarterly (Svay Rieng) - Document health services access issues of casino staff. - Conduct an annual half-day national consultative meeting with relevant stakeholders. - Participate in all relevant provincial and national meeting. - Participate in special event. - Participate in quarterly FHI –sponsored capacity building. - Revise and finalize PE training curriculum and provide 2-days training to PEs 2-time per year. - Organize one day orientation workshop on HIV/AIDS Las and workplace policy to casino management representatives. - Attend with CRC quarterly regional staff meetings. - Organize quarterly meeting with PEs - Participate in quarterly meetings with FHI IAs. - Complete quarterly narrative progress reports and submit to FHI. - Participate in formal and informal monitoring visits with FHI |
