In the morning of 04th August 2010, the Cambodian Red Cross (CRC) celebrated an Extraordinary General Assembly at its National Headquarters. As defined in the CRC Statutory Text and Rules of Procedures, rule 8 stating that “The Assembly shall be chaired by the President of the CRC”, Lokchumteav Bun Rany Hun Sen, the President of the Cambodian Red Cross, presided over and led this Extraordinary General Assembly. A total of 189 official members, who are the representatives from 24 provincial and municipal branches, government ministries and institutions, participated in the assembly. In addition, a sum of 92 participants from the Head of the ICRC Regional Delegation, Acting Head of the Federation Regional Delegation, Staff in the CRC National Headquarters, Branch Directors and representatives of Red Cross youths and volunteers from 24 provincial and municipal branches, attended as observers,.
There are two important topics in the agenda of the Extraordinary General Assembly: 1. discussion and adoption the draft amendment to the Statutes and the Rules of Procedures; and 2. discussion and adoption the list and personalities of candidates contesting members of the Central Committee and Substitute members for the fifth term of Office. For the first topic in the agenda, the Extraordinary General Assembly discussed and unanimously adopted amendment of the Statutes and the Rules of Procedures consisted of 12 articles and 10 rules relating to the CRC structures development by adding the honorary committee members at branch and sub-branch levels, CRC Youth Assembly, Election and Rotation of Central Committee members for every term of Office and rotation of President or Vice President of Branch Committee before his/her respective term of Office comes to an end. For the second topic in the agenda, the Extraordinary General Assembly discussed and adopted the list and personalities of a total of 23 candidates contesting members of the Central Committee and 3 Substitute members that reflected of different profile, belief, religion, vision, politics, social, professional, especially gender and youth.
The Extraordinary General Assembly come to an end at 11:30 with the unanimous agreement on the two important topics in order to make the CRC fully ready to process its ordinary General Assembly, which is held from the afternoon of 04th August 2010 to 5th August 2010 at the Chaktomuk Conference Hall.
